Interregional Relations

Interregional integration in the new economic realities is more relevant than ever. The main efforts in the area of interregional linkages in 2015 were aimed at achieving sustainable socio-economic development in the region.

Work continued on updating the interregional treaty base of the Saratov Region Government. During the reporting period were signed:

An additional agreement to amend the agreement between the Saratov government and the government of the Chelyabinsk Region on trade, economic, scientific, technical, social and cultural cooperation from February 21, 2011.

actively attracting Russian and foreign investments to the Saratov region by strengthening international and interregional ties in the region
creation of regional development institutions (corporations, agencies, etc.), including sectoral ones, ensuring the formation of modern production infrastructure, search and attraction of investments in the regional economy, interaction with representatives of priority clusters
development of a business support system in the field of;
reduction of administrative barriers and costs for entrepreneurs related to the preparation and implementation of investment projects, development of necessary infrastructure, formation of mechanisms for working with investors and their problems
improvement of procedures for the formation of land plots and simplification of the preparation of permits and design documentation for obtaining a construction permit
promoting the development of market institutions and competition in the region through the creation of mechanisms to prevent excessive regulation, the development of transport, information, financial, energy infrastructure and ensuring its accessibility to market participants
increasing the size of the road fund, including through active participation in federal programs, in order to bring into a normative state, first of all, the backbone network of roads, inter-village roads, as well as roads within the boundaries of settlements
balanced spatial development of the region in the direction of improving the system of settlement and placement of productive forces, intensive development of agglomerations, creation of new territorial growth centers and increasing the degree of homogeneity of socio-economic development of municipal districts and urban districts through the fullest realization of their potential and advantages
the formation of a tourist and recreational cluster using the mechanism of public-private partnership, providing for the development of specialized types of tourism, the development of a recognizable tourist brand of the region, which allows for a twofold increase in the number of incoming tourists to the population of the region by 2030. Increasing the attractiveness of the region by providing a high level of service in all sectors of the tourism industry, creating new tourist routes, developing tourist infrastructure, including the reconstruction of existing and construction of new medical and recreational tourist complexes

integration into global production chains (for example, the entry and occupation of component segments by enterprises producing microwave devices (the growing Russian closed-type market and foreign in weapons systems); electrical equipment (the growing Russian market); specialized control and measuring equipment (the growing global open-type market); gas detectors;
creation of a regional innovation system that provides a full-fledged structure for the commercialization of innovative solutions (technologies and products) in the real sector of the economy using scientific potential based on the formation and development of clusters, technoparks, innoparks, centers of advanced technology, centers of youth innovative creativity, "centers of excellence" in the field of biotechnologies, information and communication technologies, photonics (optoelectronics and laser technologies), robotics, environmentally friendly vehicles, etc;
the process of import substitution in the production of consumer goods, industrial and technical purposes, technologies in the region and the Russian Federation;
the development of new promising niches in the global and Russian markets (products for the fuel and energy complex, means of production, medical devices, IT technologies, software production );
development of competitive production complexes (microwave electronics, railway rolling stock, etc.);
the functioning of the territory of advanced socio-economic development of Petrovsk (Petrovsky municipal district) and a special economic zone of a technical and innovative type created in the territories Engels, Balakovo municipal districts and the municipal formation "City of Saratov";
the development of integrated industrial cooperation with the further formation and development of a regional network of high-tech clusters, including in industries with reserves for increasing value added (metallurgical cluster, transport engineering cluster, chemical and petrochemical cluster, gas equipment production cluster);
increasing the size of the road fund, including through active participation in federal programs, in order to bring into a normative state, first of all, the backbone network of roads, inter-village roads, as well as roads within the boundaries of settlements
formation and development of large companies based on clusters, which will provide an opportunity to reduce barriers to their growth, significantly expand financial support for innovative projects at an early stage, attract investors to create new high-tech industries that can provide the appearance of products (services) with fundamentally new qualities;
the introduction of the best available technologies, saving resources, improving the environmental friendliness of production and the level of processing of raw materials, the transition to modern types of raw materials and fuels, as well as the development of energy based on the use of alternative and renewable energy sources, which will become an important factor in innovative development in related sectors, including energy engineering, and the economy as a whole;
modernization of the raw materials sectors through the implementation of innovative programs of large companies, which will give impetus to the creation of technological platforms in the energy sector and cooperation with leading international companies;
rational development of new and exploitation of existing deposits in combination with the use of mineral raw materials and waste from industrial enterprises of the region in order to produce the necessary amount of building materials and products of a wide range, including those that meet the requirements of world standards.
