The amount of capital investments, if the party to the agreement is a subject of the Russian Federation:

• at least 200 million rubles

The volume of investments, if the party to the agreement is the Russian Federation and the subject of the Russian Federation:

• at least 750 million rubles: healthcare, education, culture, physical education and sports
• at least 1.5 billion rubles: digital economy, environmental protection, agriculture, food processing, tourism
• at least 4.5 billion rubles: manufacturing facilities, air terminals, public transport of urban and suburban communications, transport and logistics centers
• at least 10 billion rubles: all projects regardless of the economic sphere

Reimbursement of actual costs incurred:

• it may not exceed 50% on the objects of the supporting infrastructure (including the payment of interest on loans, coupon income on bond loans aimed at infrastructure facilities), on the payment of interest on loans, coupon income on bond loans in terms of real estate and the results of intellectual activity
• it may not exceed 100% for related infrastructure facilities (including the payment of interest on loans, coupon income on bond loans aimed at infrastructure facilities), for the dismantling of military camp facilities

Conditions of conclusion of the NWPC:

• compliance of the project and the organization with the spheres of economy established by the legislation
• the decision on the budget was made no later than 180 calendar days from the date of receipt of the construction permit, and the application for the conclusion of the NWPC was submitted no later than 1 year from the date of the decision on the budget

Exceptions by fields of activity for NWPC:

• gambling business
• production of tobacco products, alcohol, liquid fuels, with the exception of fuels obtained from coal, as well as at refineries of petroleum raw materials according to the list approved by the Government of the Russian Federation
• crude oil and natural gas production, except for investment projects to reduce natural gas
• wholesale and retail trade
• activities of financial organizations supervised by the Central Bank of the Russian Federation, except in cases of issuing securities to finance projects
• construction (modernization, reconstruction) of administrative and business centers and shopping centers, as well as residential buildings

Implementation of an active investment policy and measures to create a favorable business environment, including:

• development and implementation of a comprehensive scheme of preferential development, providing for the territorial zoning of the region according to growth points, the functioning of the territory of advanced socio-economic development, a special economic zone, a network of industrial parks and technoparks, transport and logistics infrastructure facilities, as well as the maximum use of economic and geographical potential
• actively attracting Russian and foreign investments to the Saratov region by strengthening international and interregional ties in the region
• creation of regional development institutions (corporations, agencies, etc.), including sectoral ones, ensuring the formation of modern production infrastructure, search and attraction of investments in the regional economy, interaction with representatives of priority clusters
• development of a business support system in the field of;
• reduction of administrative barriers and costs for entrepreneurs related to the preparation and implementation of investment projects, development of necessary infrastructure, formation of mechanisms for working with investors and their problems
• improvement of procedures for the formation of land plots and simplification of the preparation of permits and design documentation for obtaining a construction permit
• promoting the development of market institutions and competition in the region through the creation of mechanisms to prevent excessive regulation, the development of transport, information, financial, energy infrastructure and ensuring its accessibility to market participants
• increasing the size of the road fund, including through active participation in federal programs, in order to bring into a normative state, first of all, the backbone network of roads, inter-village roads, as well as roads within the boundaries of settlements
• balanced spatial development of the region in the direction of improving the system of settlement and placement of productive forces, intensive development of agglomerations, creation of new territorial growth centers and increasing the degree of homogeneity of socio-economic development of municipal districts and urban districts through the fullest realization of their potential and advantages
• the formation of a tourist and recreational cluster using the mechanism of public-private partnership, providing for the development of specialized types of tourism, the development of a recognizable tourist brand of the region, which allows for a twofold increase in the number of incoming tourists to the population of the region by 2030.
