Various types of state support are provided for agriculture in the Saratov region
State support in the field of agriculture is provided as part of the implementation of the state program of the Saratov region "Development of agriculture and regulation of agricultural products, raw materials and food markets in the Saratov region", approved by the Decree of the Regional Government dated December 29, 2018 No. 750-P.
In the subprogram "Development of branches of the agro-industrial complex providing accelerated import substitution of basic types of agricultural products, raw materials and food", a part of the costs is reimbursed:
- for the laying and care of perennial fruit and berry plantations, including nurseries
- to support individual sub-sectors of crop production
- to create and (or) modernize the facilities of the agro-industrial complex
- for the production and sale of grain crops

In the subprogram "Development of branches of the agro-industrial complex providing accelerated import substitution of basic types of agricultural products, raw materials and food", a part of the costs is reimbursed:
- to increase the breeding stock of sheep and goats
- to support the production and sale of fine and semi-fine wool
- to increase productivity in dairy cattle breeding
- to support livestock breeding
- according to the content of commercial breeding stock of cattle of meat breeds of their hybrids
- for the development of commercial aquaculture and their hybrids
- on the development of poultry farming
In the subprogram "Development of branches of the agro-industrial complex, providing accelerated import substitution of basic types of agricultural products, raw materials and food" is carried out:
- reimbursement of part of the interest rate on long-term, medium-term and short -term loans taken out by small businesses;
- reimbursement of part of the cost of paying interest on investment loans (loans) in the agro-industrial complex.
The conditions for granting subsidies are determined by a Government decree No. 1528 of the Russian Federation dated December 29, 2016 "On Approval of the Rules for Granting Subsidies from the Federal Budget to Russian Credit Organizations to Reimburse their Lost Income on Loans Issued to Agricultural Producers, Organizations and Individual Entrepreneurs Engaged in the Production, primary and (or) Subsequent (Industrial) Processing of Agricultural Products and their Sale at a preferential rate", as well as by the order of the Ministry of Agriculture of the region dated March 23 , 2016 No. 10-pr "On the implementation of Decree of the Government of the Saratov region dated March 18, 2016 No. 121-P".
The subprogram "Development of branches of the agro-industrial complex providing accelerated import substitution of basic types of agricultural products, raw materials and food" provides:
- reimbursement of part of the costs of agricultural producers to pay the insurance premium accrued under the agricultural insurance contract in the field of crop production
- reimbursement of part of the costs of agricultural producers to pay the insurance premium accrued under the agricultural insurance contract in the field of animal husbandry.
The conditions for granting subsidies are determined by a Government decree Saratov Region dated April 11, 2016 No. 157-P "On Approval of the Regulations on the provision of subsidies from the regional budget for reimbursement of part of the costs of agricultural producers to pay the insurance premium accrued under the agricultural insurance contract and invalidation certain provisions of the decree of the Government of the Saratov region dated March 6, 2015 No. 111-P".
The subprogram "Development of branches of the agro-industrial complex providing accelerated import substitution of basic types of agricultural products, raw materials and food" provides:
- development of family farms
- grant support for Agroprogress
- grant support to agricultural consumer cooperatives for the development of the material and technical base.

As part of the implementation of the regional project "Acceleration of small and medium-sized businesses" (in order to fulfill the tasks of the federal project "Acceleration of small and medium-sized businesses") ,:
- grant support to peasant (farmer) farms and individual entrepreneurs of Agrostartap
- reimbursement of part of the costs incurred by agricultural consumer cooperatives.
The state program of the Saratov region "Industrial development in the Saratov region"
The provision on the provision of this subsidy was approved by the decree of the Regional Government No. 695-P dated August 23, 2021.
The recipients of the subsidy are industrial enterprises operating in the territory Saratov region activities that relate by type of economic activity to the section "Manufacturing" with the exception of classes and groups that are not within the scope of the Ministry of Industry and Trade of the Russian Federation, namely:
- Class 10 - Food production to implement an investment project for the introduction or development and implementation of technology in order to master the mass production of industrial products based on this technology
- Class 11 - Beverage production to implement an investment project for the introduction or development and implementation of technology in order to master the mass production of industrial products based on this technology
- Class 12 - Manufacture of tobacco products to implement an investment project for the introduction or development and implementation of technology in order to master the mass production of industrial products based on this technology
- Class 18 - Printing and media copying activities to implement an investment project for the introduction or development and implementation of technology in order to master the mass production of industrial products based on this technology
- Class 19 - Production of coke and petroleum products to implement an investment project for the introduction or development and implementation of technology in order to master the mass production of industrial products based on this technology
- Groups 20.53- Production of essential oils to implement an investment project for the introduction or development and implementation of technology in order to master the mass production of industrial products based on this technology
- Groups 20.59- Production of other chemical products not included in other groupings to implement an investment project for the introduction or development and implementation of technology in order to master the mass production of industrial products based on this technology
- Class 10 - Food production to implement an investment project for the introduction or development and implementation of technology in order to master the mass production of industrial products based on this technology
- Groups 20.53- Production of essential oils
- Groups 20.59- Production of other chemical products not included in other groupings
- Groups 24.46 - Nuclear fuel production
- Subgroups 20.14.1- Production of hydrocarbons and their derivatives.
The subsidy is provided in the amount of no more than 20 percent of the amount of the actual costs incurred for the purchase of new equipment, while the amount of subsidies to one organization may not exceed 10 million rubles.
The equipment submitted for subsidization must be new, not used, and belong to classes in accordance with the All-Russian Classifier of products by types of economic activity:
- 26 - Computer, electronic and optical equipment
- 27 - Electrical equipment
- 28 - Machinery and equipment not included in other groupings
With the exception of subclass - 28.3 - Machinery and equipment for agriculture and forestry.

Creation of at least 2 jobs, starting from 2023 and until the end of the project implementation period

Investing in fixed assets with the accumulated total, in the amount of at least 4 rubles per 1 ruble of the requested subsidy, starting from 2023 and until the end of the project implementation period

Shipment of goods produced as a result of the implementation of an investment project aimed at creating a new production and (or) an increase in the shipment of goods produced as a result of the implementation of an investment project aimed at expanding existing production in the amount of at least 8.3 rubles per 1 ruble of the requested subsidy accumulated over 3 years, starting from 2023.
