Brief description of the company:

Ceramic Blues is a small small-party and very cozy workshop for the manufacture of ceramic products, operating in Saratov since 2006. Along with the production of tourist souvenirs, work is underway here to study and preserve folk crafts, and educational projects in the field of agricultural production are being conducted. Since 2021, Ceramic Blues has received the status of a social enterprise.

The training activities at the enterprise are conducted by the Academy of Crafts.

Short description of the tour: 

The company has an exhibition of handicrafts (Diveevo, Gzhel, Khokhloma, etc.)

Visitors will be guided through the production and shown the technological process of making various clay products from the very beginning to the final result.

The guide introduces the guests in detail to the brands of our region, reflected in the products.

After the tour, visitors will have a master class on clay modeling or painting ceramic toys.

The company has a photo zone. Souvenirs can be purchased during the visit.

Agreement on the Protection and Promotion of Investments

NWPC: Russian Federation/Subject of the Russian Federation/Investor/MO

The amount of capital investments, if the party to the agreement is a subject of the Russian Federation:

  • at least 200 million rubles

The volume of investments, if the party to the agreement is the Russian Federation and the subject of the Russian Federation:

  • at least 750 million rubles: healthcare, education, culture, physical education and sports
  • at least 1.5 billion rubles: digital economy, environmental protection, agriculture, food processing, tourism
  • at least 4.5 billion rubles: manufacturing facilities, air terminals, public transport of urban and suburban communications, transport and logistics centers
  • at least 10 billion rubles: all projects regardless of the economic sphere

Reimbursement of actual costs incurred:

  • it may not exceed 50% on the objects of the supporting infrastructure (including the payment of interest on loans, coupon income on bond loans aimed at infrastructure facilities), on the payment of interest on loans, coupon income on bond loans in terms of real estate and the results of intellectual activity
  • it may not exceed 100% for related infrastructure facilities (including the payment of interest on loans, coupon income on bond loans aimed at infrastructure facilities), for the dismantling of military camp facilities

Conditions of conclusion of the NWPC:

  • compliance of the project and the organization with the spheres of economy established by the legislation
  • the decision on the budget was made no later than 180 calendar days from the date of receipt of the construction permit, and the application for the conclusion of the NWPC was submitted no later than 1 year from the date of the decision on the budget

Exceptions by fields of activity for NWPC:

  • gambling business
  • production of tobacco products, alcohol, liquid fuels, with the exception of fuels obtained from coal, as well as at refineries of petroleum raw materials according to the list approved by the Government of the Russian Federation
  • crude oil and natural gas production, except for investment projects to reduce natural gas
  • wholesale and retail trade
  • activities of financial organizations supervised by the Central Bank of the Russian Federation, except in cases of issuing securities to finance projects
  • construction (modernization, reconstruction) of administrative and business centers and shopping centers, as well as residential buildings

The validity period of the stabilization clause:

6 years with an investment of up to 10 billion rubles

10 years with an investment of 5 to 10 billion rubles

15 years with an investment of 10 to 15 billion rubles

20 years with an investment of at least 15 billion rubles

An agreement on the protection and promotion of investments may be concluded no later than 01.01.2030.

New investment projects within the framework of the Decree of the Government of the Russian Federation No. 1704

NIP selection Criteria

The volume of investments is at least 50 million rubles.

The existence of an agreement of intent on the implementation of the NIP, concluded by the supreme executive authority a subject of the Russian Federation and a potential investor, containing information on the planned volumes of investments, the number of jobs created necessary for the implementation of NIP infrastructure facilities, the amount of taxes paid to budgets of all levels of the budget system of the Russian Federation for the period of project implementation, as well as the investor's obligations to submit a report on the progress of NIP implementation to the subject of the Russian Federation.

Availability of a document containing a brief description of the NIP and its objectives, in accordance with the approved form (summary of the NPC).

Reimbursement of 100% of the investor's infrastructure costs.

При предоставлении государственного имуществапредусмотрены льготы, а именно: проведение специализированных аукционовдля субъектов МСП с применением льготного коэффициента 0,6 к начальномуразмеру арендной платы.По муниципальному имуществу условия предоставления и льготы каждое муниципальное образование определяет самостоятельно и публикует на сайте администрации в сети «Интернет».
