Project name: Organization of the composite production site (plastics).

Start date of the project – 2013.

Project completion date – 2015.

Investment: 205 million rubles.

Investor: LLC NPP “Polyplastic”.

Number of workplaces: 290.

The project was implemented in the territory of the Engelssky Municipal District.

Today, the company is a leader in its market segment in Russia and the CIS countries and has production sites in three subjects of the country. The performance of the running extrusion-type line for the compounding Buss company in Engels is up to 1300 kg/h, which gave the NPP “Polyplastic” an increase in production capacity of 10 000 tonnes.

Thus, the capacity of the plant on composite materials has been brought up to 60,000 tons.

This project has led to create largest polymer composite production plant in the Russian Federation, which has the primary use of domestic producers raw materials in order to implement the localization programme and to meet the needs of automotive industry, construction industry and the localized manufacturers of appliances.

The development of the domestic automotive industry is inextricably linked to the activities of the NPP "Polyplastic".

Today almost all car and auto components manufacturers in Russia deal with products of “Polyplastic”. For example, there are some of the company's large localization projects. Renault has developed compositions for cars Sandero, Logan and Duster, and has developed tags for body parts of the Valeo company's climate system in cooperation with the “Auto component”; for parts of exterior and interior in cooperation with Faurecia. Volkswagen Russia – the materials for the VW Polo, Jetta and Skoda Fabia were developed in cooperation with Magna, MicroTech and Visteon. Projects with Nissan on Qashqai and Almera. Projects with the company WOCO (Germany) are running.

The work of the "Polyplastic" carried out under the russian details localization programme for foreign auto models – it has key importance to the russian economy. Over the past five years enterprise has been able to significantly increase the proportion of the market presence on engineering materials in the automotive industry.

The innovative assortment of the company is winner of several prestigious prizes. In 2014, NPP "Polyplastic" received the "Russian Polymers 2014" award in the category "Automobile", in 2016 – it was awarded the RAF-2016 Automobile Forum Award for successfully overcoming the motor-industry crisis.

Agreement on the Protection and Promotion of Investments

NWPC: Russian Federation/Subject of the Russian Federation/Investor/MO

The amount of capital investments, if the party to the agreement is a subject of the Russian Federation:

  • at least 200 million rubles

The volume of investments, if the party to the agreement is the Russian Federation and the subject of the Russian Federation:

  • at least 750 million rubles: healthcare, education, culture, physical education and sports
  • at least 1.5 billion rubles: digital economy, environmental protection, agriculture, food processing, tourism
  • at least 4.5 billion rubles: manufacturing facilities, air terminals, public transport of urban and suburban communications, transport and logistics centers
  • at least 10 billion rubles: all projects regardless of the economic sphere

Reimbursement of actual costs incurred:

  • it may not exceed 50% on the objects of the supporting infrastructure (including the payment of interest on loans, coupon income on bond loans aimed at infrastructure facilities), on the payment of interest on loans, coupon income on bond loans in terms of real estate and the results of intellectual activity
  • it may not exceed 100% for related infrastructure facilities (including the payment of interest on loans, coupon income on bond loans aimed at infrastructure facilities), for the dismantling of military camp facilities

Conditions of conclusion of the NWPC:

  • compliance of the project and the organization with the spheres of economy established by the legislation
  • the decision on the budget was made no later than 180 calendar days from the date of receipt of the construction permit, and the application for the conclusion of the NWPC was submitted no later than 1 year from the date of the decision on the budget

Exceptions by fields of activity for NWPC:

  • gambling business
  • production of tobacco products, alcohol, liquid fuels, with the exception of fuels obtained from coal, as well as at refineries of petroleum raw materials according to the list approved by the Government of the Russian Federation
  • crude oil and natural gas production, except for investment projects to reduce natural gas
  • wholesale and retail trade
  • activities of financial organizations supervised by the Central Bank of the Russian Federation, except in cases of issuing securities to finance projects
  • construction (modernization, reconstruction) of administrative and business centers and shopping centers, as well as residential buildings

The validity period of the stabilization clause:

6 years with an investment of up to 10 billion rubles

10 years with an investment of 5 to 10 billion rubles

15 years with an investment of 10 to 15 billion rubles

20 years with an investment of at least 15 billion rubles

An agreement on the protection and promotion of investments may be concluded no later than 01.01.2030.

NIP selection Criteria

The volume of investments is at least 50 million rubles.

The existence of an agreement of intent on the implementation of the NIP, concluded by the supreme executive authority a subject of the Russian Federation and a potential investor, containing information on the planned volumes of investments, the number of jobs created necessary for the implementation of NIP infrastructure facilities, the amount of taxes paid to budgets of all levels of the budget system of the Russian Federation for the period of project implementation, as well as the investor's obligations to submit a report on the progress of NIP implementation to the subject of the Russian Federation.

Availability of a document containing a brief description of the NIP and its objectives, in accordance with the approved form (summary of the NPC).

Reimbursement of 100% of the investor's infrastructure costs.

При предоставлении государственного имуществапредусмотрены льготы, а именно: проведение специализированных аукционовдля субъектов МСП с применением льготного коэффициента 0,6 к начальномуразмеру арендной платы.По муниципальному имуществу условия предоставления и льготы каждое муниципальное образование определяет самостоятельно и публикует на сайте администрации в сети «Интернет».
