Construction of oil extraction plant with a capacity of 1800 tons/day

Project name: Construction of oil extraction plant with a capacity of 1800 tons/day.

Start date of the project – 2012.

Project completion date – 2014.

Investment: 4229,7 million rubles.

Investor: LLC “Volga Terminal”.

The project was implemented in the territory of the Balakovsky Municipal District.

Balakovo oil extraction plant was built at the initiative of the holding "Solar Products". The enterprise was opened on December 5, 2014. The site for the factory is LLC "Volga Terminal", located in the Zaton (Balakovsky Municipal District of the Saratov Region).

Balakovo oil extraction plant is one of the largest enterprises of the fat-and-oil industry of Russia.

In addition to traditional sunflower seeds, Balakovo oil extraction plant can recycle soybean, rapeseed and madwort. The plant produces and extraction oil, granular meal and husk.

Balakovo oil extraction plant productivity: 

  • sunflower and rapeseed is more than 576 000 tonnes per year 

  • soybeans more than 512 000 tonnes per year

  • production of soya meal to 368 thousand tonnes per year.

The plant has one of the largest silo complexes in the region to store a grain of 200 000 tonnes.

Equipment: 

  • The main technology developer and the equipment supplier is Italian engineering company Andreotti Impianti S.p.A, specializing in the design, production and installation of equipment for the production of edible oils and fats.

  • The separator used in the preparatory phase for refining the oil from phosphatides. It's produced by the German GEA Westfalia Separator.

  • Flour miller equipment, which performs the function of separating the kernels of the seed from shell and then from husk. It was delivered by the international company Bühler.

The average number of employees is 384 persons (for 2014).

The important logistical advantage of Balakovo oil extraction plant is the ability to ship finished goods to road, rail and water transport.

Water supply to countries of the Caspian Sea, Black Sea and Baltic basin. 

The products produced by the plant (extraction oil, and the granular meal and husk) are delivered to consumers by means of a developed transport and logistics infrastructure: its own port terminal, the railway lines of the federal line and the developed road network.

Agreement on the Protection and Promotion of Investments

NWPC: Russian Federation/Subject of the Russian Federation/Investor/MO

The amount of capital investments, if the party to the agreement is a subject of the Russian Federation:

  • at least 200 million rubles

The volume of investments, if the party to the agreement is the Russian Federation and the subject of the Russian Federation:

  • at least 750 million rubles: healthcare, education, culture, physical education and sports
  • at least 1.5 billion rubles: digital economy, environmental protection, agriculture, food processing, tourism
  • at least 4.5 billion rubles: manufacturing facilities, air terminals, public transport of urban and suburban communications, transport and logistics centers
  • at least 10 billion rubles: all projects regardless of the economic sphere

Reimbursement of actual costs incurred:

  • it may not exceed 50% on the objects of the supporting infrastructure (including the payment of interest on loans, coupon income on bond loans aimed at infrastructure facilities), on the payment of interest on loans, coupon income on bond loans in terms of real estate and the results of intellectual activity
  • it may not exceed 100% for related infrastructure facilities (including the payment of interest on loans, coupon income on bond loans aimed at infrastructure facilities), for the dismantling of military camp facilities

Conditions of conclusion of the NWPC:

  • compliance of the project and the organization with the spheres of economy established by the legislation
  • the decision on the budget was made no later than 180 calendar days from the date of receipt of the construction permit, and the application for the conclusion of the NWPC was submitted no later than 1 year from the date of the decision on the budget

Exceptions by fields of activity for NWPC:

  • gambling business
  • production of tobacco products, alcohol, liquid fuels, with the exception of fuels obtained from coal, as well as at refineries of petroleum raw materials according to the list approved by the Government of the Russian Federation
  • crude oil and natural gas production, except for investment projects to reduce natural gas
  • wholesale and retail trade
  • activities of financial organizations supervised by the Central Bank of the Russian Federation, except in cases of issuing securities to finance projects
  • construction (modernization, reconstruction) of administrative and business centers and shopping centers, as well as residential buildings

The validity period of the stabilization clause:

6 years with an investment of up to 10 billion rubles

10 years with an investment of 5 to 10 billion rubles

15 years with an investment of 10 to 15 billion rubles

20 years with an investment of at least 15 billion rubles

An agreement on the protection and promotion of investments may be concluded no later than 01.01.2030.

New investment projects within the framework of the Decree of the Government of the Russian Federation No. 1704

NIP selection Criteria

The volume of investments is at least 50 million rubles.

The existence of an agreement of intent on the implementation of the NIP, concluded by the supreme executive authority a subject of the Russian Federation and a potential investor, containing information on the planned volumes of investments, the number of jobs created necessary for the implementation of NIP infrastructure facilities, the amount of taxes paid to budgets of all levels of the budget system of the Russian Federation for the period of project implementation, as well as the investor's obligations to submit a report on the progress of NIP implementation to the subject of the Russian Federation.

Availability of a document containing a brief description of the NIP and its objectives, in accordance with the approved form (summary of the NPC).

Reimbursement of 100% of the investor's infrastructure costs.
