The Ministry of Investment Policy of the region is working on updating the regional portfolio of investment projects. The work is being carried out in order for potential investors and other persons to have free access to up-to-date information about investment projects being implemented and planned for implementation in the region, including those requiring financing.

The form of providing information is fixed by the Decree of the Government of the Saratov region dated 04.04.2008 No. 145-P "On maintaining an information and analytical database investment projects and a unified information base of free production sites and equipment, territories for development". RESOLUTION No. 145-P of April 4, 2008

Information on the progress of the projects is expected quarterly in time to:

  • July 20th
  • October 20th
  • January 20th

Statistical reporting on investment activities

The official statistical information on the investment activity of the Saratov region is formed on the basis of these forms of federal statistical monitoring of investment activity, the collection and processing of data on which carries out Territorial body of the Federal State Statistics Service for the Saratov Region (hereinafter – Saratovstat) - https://64.rosstat.gov.ru.

The obligation of respondents to provide primary statistical data is regulated by Article 8 of Federal Law No. 282-FZ dated 11/29/2007 "On Official statistical accounting and the system of state statistics in the Russian Federation" (with amendments).

Please note that failure to provide primary statistical data in accordance with the established procedure or late provision of this data or the provision of unreliable primary statistical data entails administrative liability, established by Article 13.19 of the Administrative Code of the Russian Federation, in the form of administrative imposition a fine

  • - for officials – from 10,000 rubles to 20,000 rubles;
  • - for legal entities – from 20,000 to 70,000 rubles.

Repeated violation of the procedure for providing primary statistical data entails imposition of an administrative fine on officials in the amount of 30,000 to 50,000 rubles; for legal entities - from 100,000 to 150,000 rubles.

Agreement on the Protection and Promotion of Investments

NWPC: Russian Federation/Subject of the Russian Federation/Investor/MO

The amount of capital investments, if the party to the agreement is a subject of the Russian Federation:

  • at least 200 million rubles

The volume of investments, if the party to the agreement is the Russian Federation and the subject of the Russian Federation:

  • at least 750 million rubles: healthcare, education, culture, physical education and sports
  • at least 1.5 billion rubles: digital economy, environmental protection, agriculture, food processing, tourism
  • at least 4.5 billion rubles: manufacturing facilities, air terminals, public transport of urban and suburban communications, transport and logistics centers
  • at least 10 billion rubles: all projects regardless of the economic sphere

Reimbursement of actual costs incurred:

  • it may not exceed 50% on the objects of the supporting infrastructure (including the payment of interest on loans, coupon income on bond loans aimed at infrastructure facilities), on the payment of interest on loans, coupon income on bond loans in terms of real estate and the results of intellectual activity
  • it may not exceed 100% for related infrastructure facilities (including the payment of interest on loans, coupon income on bond loans aimed at infrastructure facilities), for the dismantling of military camp facilities

Conditions of conclusion of the NWPC:

  • compliance of the project and the organization with the spheres of economy established by the legislation
  • the decision on the budget was made no later than 180 calendar days from the date of receipt of the construction permit, and the application for the conclusion of the NWPC was submitted no later than 1 year from the date of the decision on the budget

Exceptions by fields of activity for NWPC:

  • gambling business
  • production of tobacco products, alcohol, liquid fuels, with the exception of fuels obtained from coal, as well as at refineries of petroleum raw materials according to the list approved by the Government of the Russian Federation
  • crude oil and natural gas production, except for investment projects to reduce natural gas
  • wholesale and retail trade
  • activities of financial organizations supervised by the Central Bank of the Russian Federation, except in cases of issuing securities to finance projects
  • construction (modernization, reconstruction) of administrative and business centers and shopping centers, as well as residential buildings

The validity period of the stabilization clause:

6 years with an investment of up to 10 billion rubles

10 years with an investment of 5 to 10 billion rubles

15 years with an investment of 10 to 15 billion rubles

20 years with an investment of at least 15 billion rubles

An agreement on the protection and promotion of investments may be concluded no later than 01.01.2030.

New investment projects within the framework of the Decree of the Government of the Russian Federation No. 1704

NIP selection Criteria

The volume of investments is at least 50 million rubles.

The existence of an agreement of intent on the implementation of the NIP, concluded by the supreme executive authority a subject of the Russian Federation and a potential investor, containing information on the planned volumes of investments, the number of jobs created necessary for the implementation of NIP infrastructure facilities, the amount of taxes paid to budgets of all levels of the budget system of the Russian Federation for the period of project implementation, as well as the investor's obligations to submit a report on the progress of NIP implementation to the subject of the Russian Federation.

Availability of a document containing a brief description of the NIP and its objectives, in accordance with the approved form (summary of the NPC).

Reimbursement of 100% of the investor's infrastructure costs.

  • construction or reconstruction of highways (sections), highways and (or) artificial road structures implemented by the subjects of the Russian Federation under concession agreements
  • road management using the PPP mechanism
  • public transport
  • airport infrastructure construction
  • provision of electric energy, gas and steam
  • by industries related to promising economic specializations of the Saratov region

Resolution of the Government of the Russian Federation dated 10/19/2020 No. 1704 "On Approval of the Rules for Determining New Investment Projects for the Implementation of which the Budget Funds of the Subject of the Russian Federation Released as a result of a decrease in the Volume of Repayment of the debt of the subject of the Russian Federation to By the Russian Federation on budget loans, they are subject to referral for engineering surveys, design, examination of project documentation and (or) results of engineering surveys, construction, reconstruction and commissioning of infrastructure facilities, as well as for connection (technological connection) of capital construction facilities to engineering and technical support networks."

Описание

При предоставлении государственного имуществапредусмотрены льготы, а именно: проведение специализированных аукционовдля субъектов МСП с применением льготного коэффициента 0,6 к начальномуразмеру арендной платы.По муниципальному имуществу условия предоставления и льготы каждое муниципальное образование определяет самостоятельно и публикует на сайте администрации в сети «Интернет».

Субъект МСП должен быть внесен в единый реестр субъектов малого и среднего предпринимательства в соответствии с Федеральным законом от 24 июля 2007 г. № 209-ФЗ.
